Career Opportunity: HPCE Manager at Médecins Sans Frontières (MSF) – Lindi

Médecins Sans Frontières (MSF), the world’s leading independent medical humanitarian organization, is seeking a high-caliber Health Promotion & Community Engagement (HPCE) Manager to lead its project in Liwale, Lindi.

In this strategic role, you will be the bridge between MSF’s medical services and the community. You will move beyond simple health education to foster active community participation, ensuring that MSF’s medical interventions are culturally appropriate, accessible, and effectively utilized by the local population.


Role Overview: Strategy, Engagement, and Leadership

The HPCE Manager is responsible for designing the “social” side of MSF’s medical project. You will lead a team that listens to the community, monitors feedback, and adapts medical activities based on local needs.

1. HPCE Strategy and Monitoring

  • Design & Adaptation: Develop and update the HPCE strategy using participatory approaches that involve patients and the community.
  • Epidemiological Support: Supervise community-based surveillance (case finding, data collection, and linkage to care) to catch outbreaks or health trends early.
  • Mapping: Maintain updated stakeholder and community maps using GIS (Geographic Information Systems) to identify gaps in service coverage.

2. Field Activities and Collaboration

  • Community Health Workers (CHWs): Coordinate training and support for MoH Community Health Workers and supervise activities like iCCM (integrated Community Case Management).
  • Feedback Systems: Implement Patient Reported Experience Measures (PREM) and satisfaction surveys to improve the quality of healthcare.
  • Outreach: Lead specialized groups like Mothers’ Clubs and organize sensitization for Sexual Violence (SV) referral pathways.

3. Team Leadership and Capacity Building

  • People Management: Oversee the recruitment, training, and coaching of the HP team.
  • Quality Assurance: Use supervision checklists to maintain high standards of field activities.

Candidate Requirements & Qualifications

MSF is looking for a social scientist with a strong analytical mind and humanitarian passion.

  • Education: Essential Bachelor’s degree in Social Sciences, Behavioral Sciences, Public Health, or a Nursing Diploma in Community Health. (Master’s degree is a plus).
  • Experience: Minimum 2 years of management experience in health promotion. Essential experience in qualitative research and strategy design.
  • Technical Skills: Proficiency in Windows. Familiarity with KOBO Collect, QGIS/OsMand, and NVivo (for qualitative data) is highly desirable.
  • Languages: Full professional proficiency in English and Swahili.
