Job Description
The United Nations Population Fund (UNFPA) is seeking highly qualified and experienced professionals to apply for the position of Lead Consultant / Co-Leading Evaluation Adviser within its Independent Evaluation Office (IEO). The Independent Evaluation Office (IEO) operates autonomously to ensure objectivity, credibility, and transparency in evaluating UNFPA’s policies, strategies, and programmes. As a Lead Consultant or Co-Leading Evaluation Adviser, you will play a strategic role in shaping evaluation quality, methodological rigor, and institutional learning across the organization.
Duties and Responsibilities
The consultant will be responsible for supporting and co-leading independent evaluations across UNFPA programmes and thematic areas. Key responsibilities include:
1. Evaluation Leadership and Oversight
- Co-lead the planning, design, and implementation of independent evaluations
- Provide high-level technical guidance on evaluation frameworks, methodologies, and analytical approaches
- Ensure compliance with UN evaluation norms, standards, and ethical principles
- Support evaluation teams and contribute to quality assurance processes
2. Methodological Design and Innovation
- Advise on mixed-methods evaluation approaches (qualitative and quantitative)
- Support development of theories of change, indicators, and evaluation questions
- Ensure evaluations are gender-responsive, equity-focused, and rights-based
- Integrate emerging best practices and lessons learned into evaluation design
3. Stakeholder Engagement and Coordination
- Collaborate with UNFPA headquarters, regional offices, and country offices
- Engage evaluation reference groups, donors, and external partners
- Facilitate consultations, validation workshops, and learning events
- Promote transparent and inclusive evaluation processes
4. Quality Assurance and Knowledge Management
- Review inception reports, draft reports, and final evaluation deliverables
- Strengthen findings, conclusions, recommendations, and lessons learned
- Support synthesis of evaluation evidence for organizational learning
- Promote use of evaluation results in strategic planning and decision-making
Job Requirements
Educational Qualifications
- Advanced university degree (Master’s or PhD) in Evaluation, Social Sciences, Public Policy, Development Studies, Economics, or a related field
Professional Experience
- Extensive experience in evaluating development programmes, preferably within the UN system or international organizations
- Proven leadership in complex, multi-country or thematic evaluations
- Strong familiarity with UN evaluation policies, norms, and standards
- Excellent analytical, writing, and synthesis skills
