Job Description

The United Nations Population Fund (UNFPA) is seeking a highly qualified and experienced International Consultant – Team Leader to lead a comprehensive evaluation of UNFPA Tanzania’s country programme. This consultancy role is aligned with UNFPA’s global strategic vision and will play a critical role in assessing progress toward the organization’s Three Transformative Results: ending preventable maternal deaths, eliminating unmet need for family planning, and eradicating gender-based violence and harmful practices such as child marriage and female genital mutilation.

The assignment is offered under an Individual International Consultancy contract at P4 equivalent level, with a duration of seven (7) months, running from January to July 2026. The consultant will be based in Dar es Salaam and will oversee evaluation activities across mainland Tanzania and Zanzibar.


Duties and Responsibilities

The International Consultant – Team Leader will be responsible for leading a multidisciplinary evaluation team and ensuring delivery of high-quality outputs in line with UNFPA and UNEG standards. Key responsibilities include:

  • Designing a comprehensive, theory-based evaluation methodology using both qualitative and quantitative approaches
  • Leading and coordinating national thematic experts in Sexual and Reproductive Health and Rights (SRHR), Gender Equality and GBV, and Population Dynamics
  • Overseeing data collection, validation, and analysis across all programmatic intervention areas
  • Ensuring integration of cross-cutting themes including human rights, gender equality, disability inclusion, and adolescent and youth participation
  • Synthesizing complex datasets into clear, evidence-based evaluation findings
  • Preparing high-quality inception, draft, and final evaluation reports that meet UNFPA and UNEG quality standards
  • Engaging with key stakeholders including government counterparts, development partners, civil society, and UN agencies
  • Ensuring ethical compliance, data confidentiality, and adherence to the “do no harm” principle throughout the evaluation process

Job Requirements

Interested candidates must meet the following qualifications:

Education

  • Master’s degree in Public Health, Social Sciences, Demography, Statistics, Development Studies, or a closely related field

Experience

  • Minimum of seven (7) years of demonstrated experience in conducting or managing evaluations within international development contexts
  • Proven experience leading complex evaluations for UN agencies or large international NGOs
  • Strong background in SRHR, GBV prevention, gender equality, or population and development programming

Skills and Competencies

  • Excellent leadership and team coordination skills
  • Strong analytical, data synthesis, and strategic thinking abilities
  • High ethical standards and commitment to gender-transformative and rights-based approaches
  • Fluency in English (written and spoken); Kiswahili is an added advantage

Contract Terms and Compensation

  • Contract Type: Individual Consultancy (International)
  • Grade: P4 equivalent
  • Duration: 7 months (January – July 2026)
  • Compensation: In accordance with UNFPA Individual Consultant payment guidelines
