Job Description

The United Nations Population Fund (UNFPA) Tanzania Country Office invites qualified national professionals to apply for the position of Local Consultant – Thematic Expert to support the 9th Country Programme Evaluation (CPE) 2022–2027. This consultancy is part of UNFPA’s commitment to accountability, learning, and evidence-based programming in line with the 2024 UNFPA Evaluation Policy.

The consultancy will run for seven (7) months, from January to July 2026, and will be implemented under an Individual Consultancy (Non-Rotational) contract at NOC level. The selected consultants will work under the supervision of the CPE Manager and the International Team Leader and will contribute technical expertise in specific thematic areas critical to UNFPA’s mandate.

The evaluation will assess programme relevance, effectiveness, efficiency, sustainability, and coherence while integrating cross-cutting priorities such as human rights, gender equality, disability inclusion, and adolescent and youth engagement.


Duties and Responsibilities

The Local Consultant – Thematic Expert will serve as a core member of the multidisciplinary evaluation team. Key responsibilities include:

  • Providing technical expertise in the assigned thematic area(s):
    • Sexual and Reproductive Health and Rights (SRHR)
    • Gender Equality and Women’s Empowerment
    • Population Dynamics
  • Supporting the design and implementation of evaluation tools and methodologies
  • Conducting desk reviews, field data collection, interviews, and stakeholder consultations
  • Analyzing qualitative and quantitative data relevant to the thematic area
  • Integrating gender, human rights, disability, and youth perspectives throughout the evaluation
  • Contributing to drafting evaluation sections, findings, conclusions, and recommendations
  • Participating in validation meetings and technical discussions with UNFPA and partners
  • Ensuring compliance with ethical standards, confidentiality, and “do no harm” principles

Job Requirements

Applicants must meet the qualifications for at least one thematic area below:

Education

  • Master’s degree in a relevant field such as Public Health, Medicine, Gender Studies, Demography, Statistics, Social Sciences, Development Studies, Human Rights Law, or a related discipline

Experience

  • Minimum of five (5) years of experience in evaluations, research, assessments, or Monitoring & Evaluation (M&E) within development or humanitarian contexts
  • Demonstrated experience working with national or international development programs
  • Familiarity with Tanzania’s development and policy environment

Technical Competencies

  • Strong knowledge of at least one thematic area (SRHR, GBV and women’s empowerment, or population dynamics)
  • Solid understanding of qualitative and quantitative evaluation methodologies
  • Excellent analytical, communication, and report-writing skills
  • Ability to work effectively in multidisciplinary teams

Language

  • Fluency in English and Kiswahili (written and spoken)

Contract Terms and Compensation

  • Contract Type: Individual Consultancy (Local/National)
  • Grade: NOC
  • Duration: 7 months (January – July 2026)
  • Compensation: In accordance with UNFPA Individual Consultant Payment Guidelines
