4. Job Description

The United Nations, through UNOPS on behalf of the International Trade Centre (ITC), is seeking a qualified Associate Communication, Monitoring and Evaluation Officer to support the implementation of the Market Access Upgrade Programme (MARKUP II). This role is based in Arusha and is open to nationals of East African Community (EAC) Partner States only.

MARKUP II is a European Union–funded programme implemented from 2023 to 2027 with the objective of strengthening sustainable trade, export competitiveness, and economic growth within the EAC region. The programme supports high-potential value chains to promote employment creation, MSME development, and increased regional and international market access.

The selected candidate will support communication, monitoring, and evaluation activities at both regional and national levels, working closely with programme teams in Arusha, Geneva, and across EAC Partner States. The role contributes to transparency, accountability, learning, and visibility of programme results under a results-based management framework.

5. Duties and Responsibilities

The Associate Communication, Monitoring and Evaluation Officer will be responsible for the following:

Monitoring and Evaluation

  • Support implementation of the MARKUP II Monitoring and Evaluation framework in line with ITC standards and donor requirements.
  • Contribute to annual work planning and execution of planned M&E activities.
  • Ensure compliance with ITC Evaluation Unit policies and procedures.
  • Coordinate with EAC, EU, and programme partners during verification missions, mid-term reviews, and final evaluations.
  • Facilitate learning, documentation of good practices, and knowledge exchange among stakeholders.
  • Support recruitment and supervision of external M&E consultants where required.

Communication and Visibility

  • Support implementation of the MARKUP II Communication and Visibility Plan in line with ITC and EU guidelines.
  • Contribute to development of communication materials including press releases, newsletters, brochures, social media content, websites, and event materials.
  • Coordinate with the EAC Secretariat communication unit to ensure branding alignment.
  • Organize and support communication working group meetings and follow-up on agreed actions.
  • Identify and support flagship communication initiatives for programme visibility.

Copyright and Intellectual Property

  • Ensure proper authorization for use of copyrighted materials.
  • Obtain permissions and submit required documentation to ITC.
  • Secure accreditation for programme events where required.

6. Job Requirements

  • Advanced university degree (Master’s or equivalent) in Communication, Journalism, International Relations, Management, Business Administration, International Law, Public Administration, or related fields.
  • A Bachelor’s degree with two additional years of relevant experience may be accepted in lieu of a Master’s degree.
  • Minimum of two (2) years of professional experience in communication, monitoring and evaluation, public information, programme management, or related areas.
  • Proven experience in data analysis, reporting, survey tools, and spreadsheet development.
  • Strong analytical, organizational, and research skills.
  • Familiarity with EU-funded programmes, UN systems, and EAC regional frameworks is an asset.

7. Language and Competencies

  • Advanced proficiency in English is required.
  • Knowledge of French and Swahili is desirable.
  • Strong communication, teamwork, accountability, and results-oriented competencies.
  • Ability to work collaboratively with diverse stakeholders in multicultural environments.
