4. Job Description

Colleges and Institutes Canada (CICan) is seeking a qualified and highly organized Operations Officer to join its Tanzania Country Office based in Dar es Salaam. CICan is the national voice of Canada’s colleges and institutes and works internationally to support skills development, inclusive economic growth, and workforce empowerment.

In Tanzania, CICan is implementing the Employment through Skills Program (ESP) in close collaboration with the Ministry of Education, Science and Technology (MOEST) through the Department of Technical and Vocational Training (DVET). ESP is a seven-year programme (2021–2028) funded by the Government of Canada, designed to support women and adolescent girls through skills training, institutional strengthening, and improved access to economic opportunities across both informal and formal sectors.

The Operations Officer will play a critical role in supporting the day-to-day operational, administrative, logistics, and procurement functions of the ESP Tanzania office. Reporting to the Senior Technical Advisor / CICan Representative, the position ensures that operations are delivered efficiently, cost-effectively, and in full compliance with CICan policies and donor requirements.

5. Duties and Responsibilities

The Operations Officer will be responsible for the following key duties:

  • Provide administrative, logistics, and operational support to the ESP Tanzania office.
  • Coordinate budgets, reimbursements, monitoring, and reporting of project funds for student transport, meals, equipment, and mentorship activities.
  • Allocate expenses to appropriate General Ledger (GL) accounts and support monthly financial reporting.
  • Support logistics for workshops, trainings, field visits, and official events.
  • Arrange travel and accommodation for staff, consultants, and visitors, including flights, hotels, and ground transport.
  • Manage relationships with service providers and ensure contracts are current and compliant.
  • Procure office supplies, IT equipment, and operational services while supporting maintenance and repairs.
  • Track office inventory and ensure assets are properly recorded, labeled, and monitored.
  • Support procurement processes including RFQs, RFPs, bid evaluations, purchase orders, and contract preparation.
  • Ensure vendors meet quality standards and deliver goods and services on time.
  • Maintain procurement and contracts trackers to monitor progress and delivery timelines.
  • Prepare documentation for supplier and consultant payments and partner reimbursements.
  • Ensure full compliance with organizational, financial, procurement, travel, and donor regulations.
  • Prepare operational updates and reports as required and perform other assigned duties.

6. Job Requirements

Education:

  • Post-secondary diploma or degree in Procurement, Supply Chain Management, Business Administration, Finance, Commerce, or a related field.
  • Professional accounting qualifications are an added advantage.

Experience:

  • Minimum of three (3) years’ experience in a similar operations, procurement, or administrative role within an international donor-funded project in Tanzania.
  • Demonstrated experience working with donor procurement rules and financial compliance.
  • Experience supporting day-to-day project operations.

7. Skills and Competencies

  • Fluency in English and Swahili.
  • Tanzanian citizen or legally authorized to work in Tanzania (no work permit sponsorship provided).
  • Advanced proficiency in Microsoft Office, particularly Excel.
  • Strong analytical, organizational, and reporting skills.
  • Ability to work independently and collaboratively within an international team.
  • Excellent communication, coordination, and interpersonal skills.
  • Ability to prioritize tasks, meet deadlines, and perform effectively under pressure.
