4. Job Description

The World Food Programme (WFP), the world’s largest humanitarian organisation and a 2020 Nobel Peace Prize Laureate, is seeking a highly motivated professional to join its Tanzania Country Office as a Budget and Programming Officer. Working under the direct supervision of the Deputy Country Director, the selected candidate will play a critical role in safeguarding financial and material resources, ensuring effective programme delivery, and strengthening end-to-end planning, budgeting, and reporting functions.

This position is essential to supporting the successful implementation of WFP Tanzania’s operations, which align with global humanitarian standards aimed at saving lives, promoting stability, and building long-term food security. The role requires strong analytical skills, attention to detail, and the ability to work collaboratively in a dynamic, multicultural environment.

The officer will support strategic planning, monitor resource pipelines, coordinate funds allocation, and ensure compliance with donor requirements. 5. Duties and Responsibilities

A. Budget Planning & Management

  • Contribute to the development and implementation of budgeting and programming policies, procedures, and tools.
  • Support the compilation, preparation, and review of budget planning documents, including revisions and updates.
  • Monitor WFP’s corporate systems to ensure that budget-supporting documents are accurate, compliant, and aligned with operational guidance.
  • Participate in the closure of Country Strategic Plans (CSPs) and Regional Bureau Plans (RBPs), ensuring all financial processes are completed correctly.

B. Pipeline Management

  • Collect and consolidate commodity pipeline requirements for all transfer modalities, including food, cash-based transfers (CBT), capacity strengthening, and service delivery.
  • Prepare and update monthly pipeline reports to ensure accurate tracking of resources.
  • Participate in the monthly pipeline working group, identifying gaps, forecasting needs, and advising on resource optimization.
  • Support the preparation of Advance Financing requests where necessary.

C. Funds & Grants Management

  • Guide spending units on timely fund utilization aligned with donor conditions, funding proposals, and project requirements.
  • Monitor fund sub-allotments to ensure timely commitment of resources to relevant units.
  • Coordinate inputs for the Country Office Resource Management Committee (RMC).
  • Contribute to drafting interim, progress, and final donor reports according to contribution agreements.

6. Job Requirements

Minimum Qualifications

  • A university degree in Economics, Finance, Accounting, Business Administration, Statistics, or related fields.
  • Experience in budgeting, financial analysis, programme management, or grants management is an added advantage.

Skills & Competencies

  • Strong analytical and numerical skills.
  • Excellent communication and report-writing abilities.
  • Knowledge of corporate financial systems is an added advantage.
  • Ability to work under pressure with strict deadlines.
  • High commitment to ethical standards and humanitarian principles.
