Job Description

Exim Bank Tanzania is seeking an experienced Anti-Money Laundering (AML) and Sanctions Manager to strengthen and oversee the bank’s financial crime compliance framework. The ideal candidate will lead the development and implementation of robust AML, Counter-Terrorist Financing (CTF), and Sanctions controls to ensure the bank meets local and international regulatory standards.

Reporting directly to the Head of Compliance, this role involves designing risk frameworks, conducting assessments, monitoring suspicious activities, and ensuring timely reporting to regulatory authorities. The AML & Sanctions Manager will serve as the bank’s primary expert on financial crime risks, providing guidance to internal stakeholders and ensuring adherence to FATF standards and applicable regulatory requirements.

This position requires strong technical knowledge, attention to detail, the ability to lead investigations, and effective collaboration with regulators, auditors, and business units. Candidates must demonstrate sound judgment, integrity, and the ability to manage sensitive matters with confidentiality and professionalism.


Duties and Responsibilities

  • Develop, implement, and maintain AML, CTF, and Sanctions policies and procedures, ensuring alignment with regulatory standards and FATF best practices.
  • Lead the bank’s annual enterprise-wide AML/CTF and Sanctions risk assessments, covering inherent risks, control effectiveness, gaps, and mitigation strategies.
  • Ensure continuous monitoring of regulatory updates, emerging threats, and new compliance obligations, communicating key changes to relevant business units.
  • Provide expert financial crime advisory to stakeholders, promoting a strong compliance culture across the organization.
  • Design and maintain a risk-based compliance framework aligned with the Enterprise Risk Management (ERM) structure.
  • Oversee transaction monitoring alerts, investigations, and timely submission of Suspicious Transaction/Activity Reports (STRs/SARs).
  • Maintain an accurate and updated STR register and ensure documented investigation processes.
  • Review escalated alerts and investigations to ensure regulatory compliance, high standards of quality, and sound decision-making.
  • Oversee Know Your Customer (KYC) onboarding, Customer Due Diligence (CDD), and Enhanced Due Diligence (EDD) processes for high-risk customers.
  • Ensure strict adherence to PEP screening, beneficial ownership verification, and documentation standards.
  • Lead sanctions screening activities for customers, transactions, payments, and trade finance operations.
  • Approve sanctions escalations and provide expert guidance on sanctions risk exposure.
  • Ensure accurate and timely sanctions list management, internal restrictions, and system alert tuning.
  • Participate in new product risk assessments to ensure appropriate financial crime controls are embedded.
  • Act as the primary point of contact for regulators, auditors, and law enforcement agencies on all AML and Sanctions matters.
  • Prepare compliance reports, dashboards, and presentations for senior management and regulatory bodies.

Job Requirements

  • Bachelor’s degree in Law, Banking, Finance, Business Administration, or a related field.
  • 5–7 years of proven experience in AML, CTF, Sanctions, or Financial Crime Compliance within banking or financial institutions.
  • Strong knowledge of Tanzanian regulatory requirements, FATF recommendations, and international compliance frameworks.
  • Hands-on experience in transaction monitoring, STR/SAR reporting, KYC/CDD/EDD processes, and sanctions screening systems.
  • Excellent analytical, investigative, and risk assessment skills.
  • Strong communication, leadership, and stakeholder management abilities.
  • High ethical standards with the ability to manage confidential information.
