Job Description
Catalonia Hotels & Resorts is seeking an experienced, dynamic, and detail-oriented HR Officer specializing in Recruitment & Development to join our People Department at the Pwani Mchangani resort. This role plays a vital part in securing top talent for our luxury hospitality brand while ensuring continuous growth and development opportunities for existing employees. As an integral member of the HR team, you will lead full-cycle recruitment efforts, support strategic workforce planning, and implement effective learning and development initiatives that reinforce our organizational culture and service excellence standards.

The HR Officer – Recruitment & Development will be responsible for sourcing candidates, managing interviews, conducting assessments, coordinating onboarding programs, and building strong talent pipelines through proactive engagement with industry networks and educational partners. The ideal candidate must be capable of balancing operational recruitment needs with long-term talent development strategies. This means partnering closely with department heads to understand staffing requirements, aligning recruitment efforts with seasonal demands, and contributing meaningfully to succession planning across various departments.

Additionally, you will play a key role in employee development programs by facilitating performance review processes, coordinating training sessions, monitoring employee progress, and managing development budgets. The position requires strong project management capabilities, a high level of initiative, and excellent interpersonal skills to guide employees through professional growth pathways. As a key contributor to both employee experience and organizational performance, your work will directly influence retention, engagement, and career progression within the resort. Duties and Responsibilities
• Manage the full recruitment cycle, including job posting, sourcing, screening, interviewing, selection, and onboarding.
• Work collaboratively with department heads to understand staffing needs and support workforce planning.
• Build and maintain strong relationships with educational institutions, recruitment agencies, and professional networks.
• Utilize HRIS and ATS systems to track recruitment progress and maintain accurate records.
• Conduct reference checks, prepare offer documentation, and ensure proper onboarding compliance.
• Coordinate training and development programs across departments to support staff growth.
• Facilitate performance appraisal cycles and ensure proper documentation and follow-through.
• Oversee development budgets and prepare status reports for HR leadership.
• Ensure adherence to Tanzanian labor laws and internal hiring standards.
• Strengthen employer branding through consistent, high-quality candidate engagement.
• Provide employee relations support in areas related to development, performance, and career progression.
• Contribute to HR projects aimed at improving recruitment processes and development initiatives.

Job Requirements
• Degree in Human Resources, Business Administration, or a related field.
• Minimum of four years’ experience in HR operations, preferably within the hospitality sector.
• Excellent spoken English and strong communication abilities.
• High computer literacy, including HR systems and MS Office (mandatory).
• Demonstrated proficiency in full-cycle recruitment processes from sourcing to onboarding.
• Ability to design, coordinate, and implement impactful development and training programs.
• Strong understanding of Tanzanian labor laws related to hiring and employment.
• Exceptional organizational skills with the ability to manage multiple recruitment pipelines.
• Practical experience using HRIS and applicant tracking systems.
• Strong interpersonal skills and the ability to work effectively with diverse teams.
• Ability to handle complex employee relations issues related to development and performance.
