Job Description
Catalonia Hotels & Resorts is seeking an experienced, dynamic, and detail-oriented HR Officer specializing in Recruitment & Development to join our People Department at the Pwani Mchangani resort. This role plays a vital part in securing top talent for our luxury hospitality brand while ensuring continuous growth and development opportunities for existing employees. As an integral member of the HR team, you will lead full-cycle recruitment efforts, support strategic workforce planning, and implement effective learning and development initiatives that reinforce our organizational culture and service excellence standards.

The HR Officer – Recruitment & Development will be responsible for sourcing candidates, managing interviews, conducting assessments, coordinating onboarding programs, and building strong talent pipelines through proactive engagement with industry networks and educational partners. The ideal candidate must be capable of balancing operational recruitment needs with long-term talent development strategies. This means partnering closely with department heads to understand staffing requirements, aligning recruitment efforts with seasonal demands, and contributing to succession planning across various departments.

In addition, you will support employee development programs by facilitating performance review processes, coordinating training sessions, monitoring employee progress, and managing development budgets. The role requires excellent project management skills, a high level of initiative, and strong interpersonal abilities to guide employees through growth pathways within the organization. As a key contributor to both employee experience and organizational performance, your work will directly impact retention, engagement, and career progression across the resort. Duties and Responsibilities
• Manage the full recruitment cycle, including job posting, sourcing, screening, interviewing, selection, and onboarding.
• Collaborate with department heads to understand staffing needs and assist with workforce planning.
• Build and maintain relationships with educational institutions, recruitment agencies, and talent networks.
• Utilize HRIS and ATS systems to maintain accurate recruitment records and track candidate pipelines.
• Conduct reference checks, prepare offer letters, and ensure onboarding documentation is complete.
• Coordinate employee training programs and development initiatives across departments.
• Support performance appraisal processes and ensure consistent documentation and follow-up.
• Track and manage development budgets and prepare reports for HR management.
• Ensure compliance with Tanzanian labor laws and organizational hiring standards.
• Enhance employer branding through consistent communication and improved candidate experience.
• Provide employee relations support related to development, performance, and career growth.
• Contribute to HR projects aimed at improving recruitment efficiency and employee development outcomes.


Job Requirements
• Degree in Human Resources, Business Administration, or a related field.
• Minimum of 4 years of experience in HR operations, preferably within the hospitality industry.
• Excellent spoken English and strong communication skills.
• Strong computer literacy, including HR software and MS Office (mandatory).
• Proven expertise in full-cycle recruitment processes, from sourcing to onboarding.
• Ability to design and implement impactful development and training programs.
• Good understanding of Tanzanian labor laws related to recruitment and employment.
• Strong organizational skills with the ability to manage multiple recruitment pipelines simultaneously.
• Experience using HRIS and applicant tracking systems.
• Excellent interpersonal skills for working with diverse teams.
• Ability to manage complex employee relations matters related to development and performance.
